The Department of Water Resources is accepting grant applications for Proposition 84 funding of eligible Flood Protection Corridor Program projects. Application forms are available on the FloodSAFE web site at: www.floodsafe.water.ca.gov.
Originally initiated under Proposition 13 (the Safe Drinking Water, Clean Water, Water Quality, and Flood Control Bond Act of 2000), the Flood Protection Corridor Program competitively grants funds to eligible agencies and organizations to fund acquisition, restoration, enhancement, and protection of real property while preserving sustainable agriculture and enhancing wildlife habitat in and near flood corridors throughout the state. The Flood Protection Corridor Program is continued under Proposition 84, the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006, and will be accepting applications for grant funding of eligible projects.
In Fiscal Year 2007-08, up to $24 million will be available from Proposition 84 for competitive grants awarded under the Flood Protection Corridor Program, with a grant cap of $5 million per applicant.
To be eligible for funding, applicants must be a local public agency, a nonprofit organization, or an organization representing more than one local public agency in an eligible area as defined in the Flood Protection Corridor Program Guidelines (Section 5, Eligible Projects and Priorities for Grant Funding), and must be qualified or authorized to enter into contracts with the State. Applicants must also assure that the completed project will continue to be operated, maintained, repaired, replaced, and rehabilitated, depending on the project scope.
Grant funds are available for proposed projects located at least partially in one or more of the following eligible areas:
- Federal Emergency Management Agency (FEMA) designated Special Flood Hazard Area
- Floodway designated by the Reclamation Board
- An area that would be inundated if the project were completed and an adjacent FEMA Special Flood Hazard Area were inundated
- Area below the elevation of the 100-year recurring flood, shown on a locally adopted base flood elevation map (supported by professional hydrologic/hydraulic analyses)
The application submittal period will begin August 31, 2007, and grant proposals must be submitted no later than Friday, November 2, 2007, by 3 p.m. (Pacific Standard Time).
