Institute of Criminal Investigation

The POST Robert Presley Institute of Criminal Investigation (ICI) provides training designed to improve the effectiveness of investigators.


The ICI includes a Core Course, thirteen Foundation Specialty Courses, and related electives. The Core Course includes instruction for tasks performed by all investigators, regardless of assignment, while Foundation Specialty Courses provide instruction on different specialty investigative assignments. Electives provide instruction which supports the chosen specialty.

The ICI program is useful for all investigators regardless of their experience level. All ICI courses use the adult experience-based techniques of learning. Participants rely on their experience and the experience of others for learning. Learners are challenged through the use of realistic and practical applications. Even the most experienced investigators can learn from their association with others in the class.

ICI is a voluntary course of instruction: Certificates are awarded upon completion. Because ICI courses are unique and have been designed especially for the follow-up investigator, POST will not accept other courses as equivalent to the Core Course and Foundation Specialty Courses.

Certification Requirements

To earn an ICI Certificate, investigators must complete the ICI Core Course, one of thirteen ICI Foundation Specialty Courses, and three electives that relate to the specialty chosen. Electives must be at least 24 hours in length or a combination of electives equaling 24 hours. Qualifying Foundation Speciality Courses and Elective courses taken up to five years prior to graduating from the Core Course may apply.

Investigators who complete these five courses and five years after completion of the ICI Core Course receive a special POST Robert Presley Institute of Criminal Investigation certificate which designates their fields of study.

Who should apply

Persons wishing to attend the Institute must:

  • Be full-time, follow-up investigators
  • Be personally committed to completing all Institute course work
  • Obtain the approval of agency chief executives to complete the requirements for graduation

ICI is a learning experience

All ICI instructors receive special training in order to teach in the program. The Core and Foundation Specialty Courses are specifically designed to maximize the use of realistic, simulated exercises and small group discussions. To maximize learning, each class is designed for 24 participants.

For convenience in travel, the ICI Core Courses are offered in San Diego, Sacramento, San Jose, San Francisco, Redding, Los Angeles, and Fresno.

Cost

There is no tuition for the ICI Core Course, the ICI Child Abuse, Sexual Assault, Homicide and Advanced Homicide Courses. In addition, there is reimbursement for travel and per diem expenses. However, the student's agency must be in the POST reimbursable program.

    Course Description
    The ICI Core Course is specifically designed to meet the needs of the Law Enforcement Investigator in performing the multi-disciplined, multi-leveled tasks required to successfully conduct thorough and comprehensive criminal investigations. Through the use of practical and interactive experiences, officers new to investigative assignments are exposed to specific investigative techniques, including the use of cutting edge technology. Students are involved in the investigative process by case studies, utilizing field exercises such as evidence collection and preservation, simulations related to the crime scenes, surveillance activities, and victim/suspect interviews and interrogations. The cases culminate in the preparation of search warrants and presentation of their case to a Deputy District Attorney. At the conclusion of the course the student will be able to:
    • Manage and reconstruct a crime scene
    • Organize and employ the skills involved in case management
    • Demonstrate the ability to work with victims and witnesses through the effective application of interviewing and interrogation techniques
    • Identify and access useful sources of information
    • Validate their work through documentation and case presentation

    ICI Child Abuse Course

    Course Description
    The course is designed to increase the investigator's knowledge of child abuse and teach proper investigative techniques. The course is recommended for station detectives and specialized child abuse investigators. At the conclusion of this training course, the investigator will:

    • Have a broader knowledge of child abuse
    • Be able to employ proper investigative techniques while working as a detective or child abuse investigator

    ICI Sexual Assault Course

    Course Description
    The course is designed to increase the investigator's knowledge of sexual assault and improve investigative techniques. The course teaches the reporting process for prosecution by means of experience-based learning. The course is recommended for station detectives and specialized sexual assault investigators. At the conclusion of this training course, the investigator will:

    • Be knowledgeable in the field of sexual assault investigations
    • Be able to employ proper investigative techniques
    • Prepare reports for filing
    • Prepare a case for prosecution

    ICI Homicide Course

    Course Description
    The course is designed for currently assigned homicide investigators. Additional information about this course can be accessed online using the POST Catalog of Certified Courses.

    The course Topics include:

    • crime scene management
    • forensic dentistry, entomolgy, anthropolgy, and pathology
    • collecting and preserving evidence
    • interviewing witnesses
    • case preparation
    • investigating "cold" cases
    • interrogation law update
    At the conclusion of this training course, the investigator will be able to:
    • identify essential elements of a crime scene
    • preserve evidence
    • prepare reports for filing
    • prepare a case for prosecution
