Special
Education Credential & Master's Programs
California State University,
Sacramento offers off-campus teacher preparation credentials and
master's degree programs in several locations. These programs are
sponsored through a partnership with the College of Education's
Department of Special Education, Rehabilitation, and School Psychology
and the College of Continuing Education.
All coursework and experience
in these programs meet the same admission, credential preparation
and graduation requirements as those held on the Sacramento State
campus. The programs offered include:
- basic
preliminary and clear credentials for multiple subjects
- preliminary
(Level I) and clear (Level II) specialist credentials for mild/moderate
and moderate/severe disability areas
- master's
of education with an emphasis in Special Education
Program flexibility allows
fully employed teachers and teachers' assistants to attend on a
part-time basis via a variety of course formats including weekend,
evening, workday and summer scheduling. Most participants complete
the credential requirements within three years. View the tentative

Participants may enroll
in each of the prerequisite courses and no more than six required
units prior to admission to the credential program. Coursework may
transfer from other universities with advisor approval.
Personal program advising
is offered at each location on a regular basis. Additional information

Fieldwork requirements
may be met through teacher internships, student teaching in your
own classroom and traditional classroom placement with a supervising
cooperating teacher.

Admission to the Program
Admission Criteria
- A
bachelor's degree
- A
minimum 3.0 overall GPA
Admission to Level I Program - Bay Area
Applications are available approximately four months prior to the
application deadline. Participants may apply for admission as Graduates
and should consult with their Graduate advisors about an appropriate

In screening for admission,
to Multiple Subject, Level I Mild/Moderate or Moderate/Severe programs,
the Teacher Preparation Program Office uses the following procedures
and selection criteria:
- Application
Deadline
Applications should be
submitted to the Teacher Preparation Program Office (Eureka Hall
216) by the first Monday in March for the following fall semester
and the first Monday in October for the following spring semester.
Due to space limitations, Sacramento State may be unable to admit
all qualified applicants. The application can be downloaded

- Subject
Matter Competency
Multiple Subject, Mild/Moderate
or Moderate/Severe applicants for these programs may complete subject
matter competence in one of two ways: (1) complete coursework for
an approved Multiple Subject matter program at a California college
or university or (2) pass the CSET Exam (California Subjects Exam
for Teachers).
- California
Basic Educational Skills Test (CBEST)
Applicants must pass the
CBEST prior to admission to the Basic Credential Program.
- Grade
Point Average (GPA)
Applicants must have earned
an overall 2.67 GPA at the college level. If the candidate has attempted
at least 30 semester units at Sacramento State, the GPA shall be
based on the cumulative work at Sacramento State. If the candidate
has not taken 30 semester units at Sacramento State, the GPA shall
be based on cumulative work attempted at all colleges or universities
attended.
- Writing
Proficiency
Prior to admission to
the Basic Credential Program, applicants must meet the writing proficiency
requirement in one of the following ways:
- Pass
the Sacramento State Writing Proficiency Examination (WPE) with
a score of 8 or higher.
- Score
a 6 on the WPE and enroll concurrently in ENGL 109 maintaining
that enrollment until the WPE is passed.
- Pass
a writing proficiency exam at another collegiate institution and
provide the Teacher Preparation Program Office with verification
of a passing score.
- Earn
a grade of "B" or higher in ENGL 120A: Advanced English
Composition at Sacramento State or a similar course from another
institution as verifiable by a college transcript and a course
catalog description.
- Pass
the writing portion of the CBEST or pass the CLEP writing exam
(graduate students only).
- For credential program
acceptance, writing scores should be submitted to the Teacher Proparations
Program Office by mid-April for fall semester applicants or by mid-November
for spring semester applicants. CBEST results are available within
six weeks of test date.
- Written
Application
Applicants must submit
a written application that includes a list of experiences that relate
to teaching and a written statement in which the applicant indicates
professional goals.
- Interview
All applicants are interviewed
to provide an initial screening of the candidate's spoken English
skills and to assess the candidate's promise as a prospective teacher.
- Letters
of Reference
Applicants must submit
two letters of reference; one from an observer of the applicant's
performance in a work setting and one from an instructor who can
attest to their academic competence.
Admission to Level II Programs - Bay Area
Admission to the Level II Program is administered by the Special
Education, Rehabilitation & School Psychology Department (Eureka

- Admission
Criteria

Applicants must submit a written application that includes a list of experiences
that relate to teaching.
- Applicants
must submit a written statement in which they outline their professional
goals.

must hold a valid Preliminary Level I Special Education Specialist
Credential.
- Applicants
must be working with students designated as receiving special
education services.
According to Title 5 of the California Code of Regulations, holders of Preliminary Level
I credentials have 120 days from the beginning of teaching service
under that credential to seek out Level II advising at a CTC-approved
institution and to develop an induction plan. The induction plan
is a document that is jointly developed and approved by the candidate,
the employer, and the university faculty. The plan represents the
beginning support for the teacher as well as coursework, in-service
activities, and mentoring intended to assist the candidate to adjust
and grow in his/her new professional role.3. Requirements:
- Successful
completion of the induction plan, including prescribed university
coursework, mentoring and professional development provided by
the employer.
- Candidates
must teach a minimum of two years under the Preliminary Level
I Credential in order to be eligible for the Level II Credential.
- All
requirements for the Level II Credential must be completed within
five years of completion of the Level I Credential program.
