The College of Continuing Education at Sacramento State has developed a unique outcome- and performance-based training program to develop California civil service leaders. The Portfolio is an integrated, competency-based training program designed as three separate but complimentary certificate programs. The Portfolio ensures that state employees in leadership, management and advanced supervision demonstrate proficiency in approved state managerial and supervisory competencies and execute them at levels appropriate to their positions.

 

The Portfolio’s general competencies were identified by 5000 managers and supervisors in 985 classifications as those required to perform effectively as state government leaders, managers and supervisors. The Portfolio incorporates direct learning application on the job through pre- and post-training assessments. Attendees set measurable goals and objectives before training that will affect positive, strategic change in their organizations thus facilitating the calculation of measurable return on investment.


The Portfolio’s curriculum incorporates case studies, group discussions, individual projects, peer networking and guest speakers. The Portfolio’s goal is to connect key competencies with statewide initiatives such as Fi$Cal, HR Modernization Project, 21st Century, and succession planning to ensure participants apply learning on the job to address issues affecting the state of California.

 

Leadership for the Government Executive

Leadership for the Government Executive is an eight-month certificate program for executives and upper-level managers. Ideal candidates are responsible for strategic planning and policy-setting across agency and department lines. Participants learn to develop mission and vision statements, create a service culture, develop effective organizational change models and employ cutting-edge mentoring techniques and effective communication frameworks. LGE emphasizes enterprise-wide thinking by weaving state initiatives into the curriculum and creating a solid basis for discussion.

Management for the Government Professional

Management for the Government Professional is a certificate program consisting of eight courses which provide designated managers an opportunity to examine strategic planning, vision and mission, problem solving, team building, change management, innovation and metrics. MGP brings to life important senior-level managerial concepts such as understanding the state budgetary and legislative processes as well as collaboration across agency and department lines.

Advanced Supervision for the Government Professional

Advanced Supervision for the Government Professional

is a certificate program for senior-level supervisors who have completed the mandatory 80-hour supervisory training. Topics within the eight courses include supervising across generations, collaborative problem solving, conflict resolution, fostering a service culture and motivating individuals to engage in organizational change. ASGP addresses statewide initiatives to help participants execute activities in support of their agency’s or department’s mission and vision.
